Solution

​Final Solution: When all blue and yellow letters are translated from Braille around the border, the plaintext reads: "I was not always a dishonest man after i lost my job at the plant i did not see another way. The fire was a fake and I knew my family would be away. I had a week before my life insurance ended. This was the way to provide for them."

Final Solution: Holding the card up to a bright light, certain letters from the front are framed in the squares on the back. This plaintext reads: "My name is Antony Araslav."

Reading every other letter backwards, the plaintext is: "I have begun a new life here in Toronto."
