Now what we he best known for? And how will the numbers help?

The numbers index to the planets, but not in their known order but rather based on the Ptolemic model of the universe, which has the Earth at the center. Using the coodinates/index on that model, you get the word Transmission which makes the completed message: Ask me about the transmission.

At least part of it is in English. That's a start. So you know the whole message can be decoded. What clues do you see... in the rings?

A little research will show those are different moons of Jupiter...

Each portion of your message needs to be rotated, but by a different amount.

The moons (using the right order) give you rotational numbers, but there's more!

It's not as simple as the number of that specific moon. At least, it isn't always.

You have to add those numbers based on where the rings overlap. So if the 3rd moon overlaps the 5th moon, then the number to rotate becomes 8. Deciphered, you get the message: I’ve learned so much in my years undercover. Hopefully what I am now bringing The Institute will serve the great understanding for which we strive.
